Short intro

Evaluation panels read fast and decide faster. Too many proposals bury evidence in long annexes or scatter it across documents so that evaluators cannot reliably verify the claims. The result is not more work; it is higher score and fewer clarification queries.

Why evidence mapping matters

Evaluators have three priorities when they assess a technical response:

Fail on any one of these and the claim loses value. Typical failures are: using non-comparable examples, providing unverified impact numbers, and failing to identify the personnel who led past work. Evidence mapping prevents these failures by converting narrative assertions into a compact, traceable package.

The five-step evidence mapping method

Follow these steps to turn scattered evidence into a single, evaluator-friendly annex.

  1. Identify evaluable claims
  • Extract the claims that directly contribute to the scoring grid. These are usually statements about experience, outcomes, methodologies, or team competencies.
  • Discard claims that are background colour. If a claim cannot be scored or verified, it should appear in narrative only, not the evidence map.
  1. Classify evidence types
  • Project references: contracts, scopes, outputs, and client confirmation letters.
  • Results data: monitoring reports, baseline/endline comparisons, audit findings.
  • Methodological proof: manuals, standard operating procedures, training curricula.
  • Personnel validation: CVs, signed role descriptions, letters from previous employers.
  1. Capture provenance and quality

For each piece of evidence capture these attributes in one line:

  • Source type and owner (for example, client report, internal M&E database).
  • Date and geographic relevance.
  • Verification level (public document, client-signed letter, internal draft).
  • Limitations (sample size, attribution caveats, time-lag).
  1. Link evidence to criteria

Make an explicit mapping table: criterion X -> claim Y -> evidence Z. Keep each mapping to one row so evaluators can scan quickly. If a single piece of evidence supports multiple claims, repeat the row with the relevant cross-reference.

  1. Prepare quick-verify attachments

For the highest-value evidence, prepare a 1-page extract that contains:

  • The exact quote or table the evaluator needs to see.
  • A short note explaining why it matters for the criterion.
  • A page and paragraph reference or an email date for client confirmations.

These extracts are the only items an evaluator should need to open beyond the mapping table.

How to build a compact evidence annex

Structure the annex so it reads top to bottom in under five minutes.

  • Cover sheet. One-page map of how the annex is organised, with a short legend for verification levels.
  • Evidence mapping table. The single most important page. Use columns for: criterion, claim, evidence reference, provenance, verification level, extract page, limitations.
  • Extracts folder. One-page extracts for up to ten strongest items. Label them to match the mapping table.
  • Supporting documents index. A short index listing full supporting documents and where to find them in the submission package.

Practical rules

  • Limit the mapping table to items that directly affect scoring. Do not include every project your firm has done.
  • Use plain file names and consistent numbering. Evaluators do not enjoy hunting for a labelled PDF buried in a zipped folder.
  • If you cite a client letter, include the client name, contact and a date. If confidentiality prevents naming, include an explanation and an alternative verification route.

Pitfall: Overclaiming

  • Avoid presenting aggregated impact without attribution methods. If you cannot prove causality, state the limitation and provide the monitoring approach used.

Pitfall: Old or irrelevant evidence

  • Prioritise recent, contextually similar work. A decade-old pilot in a different sector is weak evidence for current complexity.

Pitfall: Single-source dependence

  • Where possible, corroborate with at least two evidence types. A client letter plus a final technical report is more convincing than either alone.

Pitfall: Unverifiable personnel claims

  • Provide signed role descriptions or client confirmation for key personnel. Do not depend solely on a CV.

  • Pre-bid: start an evidence register while reading the terms of reference. Mark items as potential evidence at first read.
  • Bid team huddle: require the technical lead to present the evidence mapping table in the first draft review. That forces alignment between narrative and evidence early.
  • Quality assurance: assign one reviewer to check that every scoring claim has a mapped, verifiable evidence line.
  • Clarifications: use the mapping table to answer evaluators' questions quickly and consistently.
